***/ Cartwright in Chungking. I have worded the draft

so as to explain the Chiefs of Staff archension of any signature to an agreement made la Chungking with the Chinese and mricans but, in order to obviate a possible lapasse which aight be created by a refusal of the British representative to sign an agreement in Chungking, I have amended paragraph (1) in order to safegu rd dairal Harcourt's position in this clause and also suggested that, in any case, Cartwright should only sign the agreement subject to ratification by C.-in-C. Hong Kong.
